More fashion than art but you might find The Daily Terror worth checking out. Can be picked up free in various Soho and Shoreditch locations, The Griffin, Rough Trade East, Rio Cinema etc etc. Here's a link...

theres some cool arts/fashion ones in bookshops around the west end. theres one on charing cross road near leic square that has some really good ones, though i cant remember the name, sorry.

A US subscription at $95 might not be too bad, but $250 for Europe is a bit too much. Looks like a proper product though.
