what tech is used for this effect? how would you term the sound? How would you describe the sound?

It's the fizzing polyphonic train sound on the following. It's all over everything underground at the moment:

where did it originate?

Not sure what exactly what sound you talking about but I'm guessing its probably white-noise, first 2 tracks is just generated with a synth and filtered/gated etc. The two james blake the fizzing is white-noise from the tail of the reverb.

Using white-noise on its own has been rinsed in modern house, especially for buildups and those wooshing effects.

sorry maybe I wasn't specific enough

Its the line of synth/dothinky that sounds like a train horn -

It begins the first three tracks and comes to bear at 1:38 on the last (BLAKE) song.

do you have a synth to hand?

turn on one pulse oscillator, set to very wide.
maybe turn on white noise oscillator.
hold down some keys.

you'd probably call it a pad. or a keyboard sound, its somewhere inbetween.
