Good question. I too would like this. Currently I just add to the same folder as the mp3 a text file named similarly as the mp3 (i.e. The Stateside Connection.mp3 and The Stateside Connection.txt).
Doesn't the id3 version 2 tag support infinite length comments (never actually checked this). I use Chimpybit's method anyway. It works pretty well. You could even search the playlists this way using windows find feature.
