in case that's not displaying properly, it's a symbol that looks like a fraction with one zero on top and two underneath

i can't get any sense out of google

It's a 'per mil' sign - like a percent sign only it represents thousandths, not hundredths. So 5‰ = 0.5%. If it was ever commonly used, it was a long time ago.
