a question about the Smiths 'queen is dead' song

Since I got the day orf down here fro the trollope's birthday, in the Smith song 'the queen is dead', Morrissey says something like 'I broke into her palace with a sponge and ruster spanner..' or something? Is this about that bloke who broke into the Queens bedroom and sat on her bed in the 80s?

Think it's generally held to be an oblique reference to Michael Fagan - the implements mentioned seem to be a product of Morrissey's imagination tho'.
