Very weird. Reshaping it around that vast empty plaza was a strange decision too. Last time I was there a barefoot Pakistani woman was passed out on the pavement and a disinterested policeman sort of prodding her with his foot while on the radio, presumably to ambulance? Yes, she's just sort of lying there, not responding.
