Page 6 of this does indeed include the sentence that masks for the general public are not PPE. That is because PPE is for people working in environments where their risk of exposure (and exposure to higher viral load) is greater - or where they are working with vulnerable people so the risk of serious problems from infection in clients is greater.
So to reduce risk, PPE masks have more controlled airflows etc. Which means there needs to be tighter specifications. Consumer masks do not have this issue. HTH.

The point is that airflow and/or an excess of CO2 is a recognised issue which both the lay public and regulators ignore when it comes to consumer masks.

Consumer masks have varied breathability depending on the material and structure but there is no published metric on their packaging.
