A few countries have both, but that's still just 2 people. And yes, they're the head of massive organisations, but is it the best way of doing things?

some companies have occasionally tried a co-president structure and it never seems to work out, imagine countries are the same. regardless of how close they are at the beginning, co-leaders inevitably have diverging priorities and interests, at best leading to mixed signals and at worst to rival factions.

a single iron fist!

Why do people pay attention to politics? Are they bored? It goes way beyond standard "citizen duties" these days

Well UK owned Hong Kong for a long time didn't they? Was an international agreement for - what? - 200 years, but I never thought they would just give it back when the time came, thought we'd try and weasel out of it somehow.

but i've always found that odd as well. why would you respect some sort of treaty or agreement that was made hundred years ago under unfair conditions?

Well.... in general international treaties are strange cos they bind loads of people who weren't involved in making them and they could do it for generations. And there isn't really a big figure with a stick that can actually enforce them - or not to the same extent that the police force does within a country. Although in this specific case, I dunno if the treaty was fair or not, but the UK only had the place cos of the treaty so I guess it would be hard to argue that it's all cool when it's in the UK's favour but then be all "who cares about international treaties?" when it came to pay the piper.
