You can't really tell what he's intending at any moment so you're compelled to theorise and speculate

That's a cool interpretation. I've always taken it as him having been destined to end up there, or as there being some sort of temporal loop. Yours makes more sense though. Also makes you wonder how many of the people in the photo were actually there and and how many have been claimed.

The idea of him always having been there makes sense cos he's insane before he even starts working there

I think that's one of the things Stephen king hated about it.

Normal life was horrific to him in the first place.

Also in the books it takes him ages to go nuts in the film he's practically planning their murders within a week

Part of the genius of it is that the supernatural stuff is shot as blankly as the "real" stuff.

He comes round a corner and the corridor is full of unexplainable party stuff. It's just "real".
