it's not permanent though. it has that air of a temporary thing that feels natural and normal by this point because it's been going on for so long there's nothing left to say and hardly any point in complaining. but whatever happens next will take place within the built environment that's been created by the current era. buildings last a long time.

There's loads of other brutalist stuff in Bristol. @william_kent will be pleased to learn that during my visit I made my friend purchase a collection of the first half of the Alms To Oblivion series.
