The title means something like "Come on, get out/goodbye".

The origin is an argument on twitter between two Russian* pop singers, Phillip Kirkorov and Timoti, about some music awards show. Afterwards, the latter made the above song/video as a diss directed at the former. The song/video/twitter hashtag are based on a routine that two singers from Azerbaijan made previously - they filmed it, it went viral, and was used by Russian twitter users as an anti-Putin meme ("#Putincomeongetout").

Welcome to the exciting world or Russian pop.

Is that why they are waving their hands during the chorus?

Let us not forget the Russian Max B guy fucking bodies this whole thing. It's amazing, this depressed, bummy looking dude, who CLEARLY comes from a town that got leveled by Stalin at one point in history, with this super-mournful voice. I can't even tell you what he's saying, but I KNOW it's great.
