The framing of the conversation is probably off as its not so much about people changing their minds as it is the music out lasting/getting reactivated outside of whatever discourse surrounded it at the time.

Its hard to say when exactly both examples became cool but maybe the revival is as much to do with contemporary trend of poptimism and the hyper sincere exaltation of pop and consumerist culture as it is people giving up the cool act

Disco was always cool in the UK. We don't drink budweiser. If anything, it was hardcore and crust punk that was uncool.

p-funk was always seen as nerdy more than cool in the UK. That's another big difference with the states.

Nothing wrong with being nerdy, mind. just a slightly different value set.
