it's when people leave anyway, like when they go and get another job or retire and so on, you just don't replace them. it's a humane way of doing things compared to getting rid of people

Well in the UK, saving money by reducing tax employees also reduced the country's ability to conduct complex investigations into the kind of schemes large companies created to dodge tax, and so it meant that tax that should have been collected wasn't and it ended up costing money.

Now some people might be in favour of collecting less tax but probably that should be done by changing the law to reflect this for everyone rather than by letting sophisticated tax evaders get away without paying their due - cos it's too complicated to stop them - while smaller payers bear the whole brunt.

TLDR - it's bad

Maybe this impression of blasting through everything, getting things done, will grind to a halt once the stuff hits the courts. Perhaps he looks unstoppable at present simply because it's easy to make a lot of noise, grab a lot of headlines, in the time it takes for the usual mechanisms to whirr into action.
