The problem is that the definition of 'reasonable' is precisely what's up for debate.
By your criterion, if 83% of Japan thinks vaccines are not sufficiently safe then either the safety criteria used are actually fine and they're anti-vaxxers or they're not and they're not.
Fair enough, but that's a heck of a lot of people who are supposedly wrong about something they've largely experienced directly.
