The Time article was about people getting together to ensure that the institutions of democracy worked and couldn't be subverted. Eg a state legislature wouldn't be able to block the elected representatives and send its own. The matters discussed in that article would only help the person won the necessary votes to win the electoral college. It's also about rich elites making sure they get theirs – international travel, clean water, security, good food, comfortable housing, roaring log fires – while the rest of us own nothing and are happy. It's a power grab and a material grab. They've looked at forecasts and found a way to shit on the rest of us while minimising the impact on them.
