Yeah even the federal reserve banks in the US are still private organizations, and I'm inclined to believe that the regulations on them could afford to be tightened, i.e. their portfolios more closely monitored and restricted.
I would assume the major commercial banks operating in US would have chief compliance officers. And from what I can see the regulations are already quite extensive, e.g. risk disclosures to clients. The problem may be more that these financial institutions simply incorporate violation fees into the cost of doing business, but I don't know any of the details there.
