You see this a lot on Twitter. People feeling they should say something, but not wanting to stick their neck out too far.

What you're saying about social feeling out and the language people use. Say someone tweets something that might be offensive, you will often see someone respond with something like "I dunno... This seems kind of ... ?" as though they're waiting for people to come back them up before they decide how they feel about it.
