My parents are avid gardeners, their garden is I'd say medium/small size but absolutely full of flowers of all types

I think I see how it happens, your world shrinks cos you're getting old and the world outside the garden is scary (or you're middle aged and have kids and can't get out as much), the garden is a quiet haven and you have control over it, you see new life sprouting etc.

My dad's always been outdoorsy, but he's gotten into growing veg, collecting rainwater and cultivating mushrooms of late.

i love flowers so much it's why i think it's absolutely bonkers so many municipalities are constantly mowing every little patch of grass near or in between roads or streets, chopping of all the wild flowers and little places where insects and birds can hide under. with their extremely loud gasoline powered machines they just destroy and destroy. and it's so pointless.

does anyone know what would be good plants or flowers to plant on a balcony that could survive the winter?

i took care of my balcony last year but was too lazy to do something about it this year which i am really regretting. i've got a pot standing in the corner with just soil in it, the flowers of last year did not come back but a few weeks ago something started growing out of it anyway. this really loooooooooong tender stem looking so fragile with tiny yellow flowers on it. turned out to be a wild rocket. sounds silly maybe but i feel it's magical for such thing just to appear and you're even able to eat it.

btw a good way to get free plants is to steal them from the office you work at, sometimes you can just pinch of a part and take it with you. or go to the plant shop/centre and take some of the leaves of succulent plants. put them in soil and they grow a plant.
