Some studies have found that it significantly reduces sensitivity, and promoting it in AIDS-ravaged regions runs the risk of backfiring badly by making circumcised men think they're 'immune' from catching it and therefore don't need to bother with condoms.

Surely Rove is just the ultimate righwing Rep fixer, rather than an outright neo-con. The neo-cons (at least my image of them) have a stronger ideological base than just 'tax rich people less'. From your original list, I think Kristol qualifies too and he just lurrrrrrves Palin. Though Lieberman would've been the most obvious neo-con pick for VP.
It's a way of trying to dissociate the party from Bush's administration, because Bush wasn't a 'true' conservative, even though he obviously was.
Well, that sourcewatch list is (unsurprisingly) innacurate: including Henry Kissinger, Richard Armitage, and Zbigniew Brzezinski on a list of "neoconservatives" is mind-bogglingly wrong. If Karl Rove is a neocon then the term has no meaning.

Vance is far from a traditional conservative, at least these days (he has had a self-acknowledged political transformation over the last decade). In his less than two years in the Senate, Vance has emerged as one of the brightest minds in what has been called "the New Right" or "national conservatism." It's an intellectual and political movement that departs from the free-market fundamentalism and foreign policy hawkishness of the Republicans of yesteryear. We've covered this growing ideological schism in the Republican Party before in the Planet Money newsletter. At least in rhetoric, this new populist wing of the party sounds less like Ronald Reagan and more like Bernie Sanders meets aggressive social conservatism, isolationism and nativism.
With Trump's selection of Vance as his heir apparent, it seems clearer that this wing of the Republican Party is ascendant.
