There are lots of good dimsum places in London - Royal China on Baker Street especially - but all of the specifically dumpling houses (ping pong, I'm talking to you) aren't good, it is a real gap, although Chinatown is really changing, alot of new restaurants that I haven't checked out yet, some good new Szechuan fast noodle joints run by the Bar Shu lot.
