What's so bad (as well as the drain on resources) is that they are doing it now that they've finally figured out that it's serious at last but they have waited so long that some of them are bound to be infectious.

Its the governments fault primarily. People will always try and escape quarantines and you cant expect populations to radically change behaviour without clear messages and strict controls.

I've a feeling Trump and his goons are gonna twist this into something about it all being the fault of liberal states and cities.
Trump may be the single person on Earth most associated with New York, so it's hard to see him blaming it on New York

but blaming it on liberals has already been happening

a big talking point the week before last was how he'd done a great job of streamlining regulations (or something) that Obama didn't do

how will people will handle a crisis is directly related to how well (and calmly) you inform what they should expect

the UK government has, somehow, been even worse than the U.S. federal govt in that regard, so people are panicking
