But another possibility with this latest attack is just that people other than white Westerners might also have agency, ideology and agenda. It's not as if you've got to have the help of superpower spy agencies to come up with a devilishly sophisticated plan like ramming a car into a crowd of people.

A sense of everything being down to big bad America, the West, white people, etc. Obviously it's bollocks and everyone else is capable of and has done horrendous shit too. What muddies the waters is there's a long history of America and co. doing this sort of thing, they're still the biggest player and a given event can even feature both elements, e.g. a genuine radical Islamist attack facilitated by western interests due to either malice or incompetence.

I meant in terms of being top dogs in international chicanery and cloak-and-dagger malarkey. It's looking as if Russia has won, or is close to winning, this Cold War 2 or whatever we're calling it.They're still at the top of the pile, imo. The gap between them and China seems to be closing, but the US are still the more dominant of the two. I think even Chinese officials would tell you they're hoping to overtake the US this century rather than already considering themselves on top or on equal footing.
