Looks like some other signature down there to me all Pez ones are signed Pez

All the big famous ones are him pretty much. I had a massive collection but I gave them all away to Andrew Sanchez he's a Marxist anthropology professor now. Think he's at SOAS or something

The character looks pretty generic doubt it has a specific origin per se.

Yeah I mean it's a book of all the variations on the character, by all the different artists. Generic cartoon raver drawn by different hands

It's a b-boy really isn't it with the adidas shell toes and the kangol bucket hat. You'll see versions of it from '80s New York
