Yeah... Biden needs to win one of Nevada, Georgia, Pennsylvania and he might win all three.
BBC just announced the situation in Georgia and four percent is still to be counted, dunno where you got the above from.
Biden leads in Nevada.
Biden is also projected to overtake in Pennsylvania.

it's not over, for sure. but Georgia election officials just said they have 63k votes left to count, and Biden's down by 18k with heavily Democratic districts left, so possible.

A Georgia election official confirmed there are about 60,000 votes left to count in the state,
which remains too close to call.
A spokesperson for Georgia secretary of state Brad Raffensperger said officials are prioritizing accuracy over speed.
But the spokesperson also acknowledged some county officials had forgotten to click the “upload” button to post their vote counts, so the state has sent out a reminder for that.
As a reminder, Donald Trump’s lead in Georgia has narrowed to about 18,000 votes.

In his early morning address on Wednesday, the president’s messaging on counting the votes wasn’t very consistent: he said the process needed to be stopped in states in which he was winning, while it should continue in states in which he was down.

By Wednesday night, his supporters had taken that approach as their own, as voters in Georgia stood outside ballot-processing centers chanting “stop the count,” while in Arizona, they stood outside a center in Phoenix chanting “count those votes.”

dems need two more seats to control the senate, and it all comes down to Georgia, where both seats were up for election and there is a 50% requirement to win. One of the seats was a three-way race where no one got 50% of the vote, so the Dem and incumbent GOP Senator now compete in a run-off election. And the other contest is looking like it will also require a run-off. going to be a TON of money poured into those two races, GOP will pull out all the stops to retain control of the Senate.

I can't emphasize enough how remarkable this and the presidential race in Georgia has been. It's the equivalent of the poshest, most conservative area of England electing Labor candidates, stunning.

More and more I'm coming to the opinion that the Trump team isn't even gonna be able to tie this up in the courts cos they haven't managed to come up with any kind of argument that gets off the ground.

Can someone explain to me how the laws for voting in each state are set? There are loads of different rules for when and how you can vote and so on and most states allocate all votes to one candidate but a couple split it and so on. Who sets the rules? The state governor or what?

state legislatures

each state has its own constitution and I'm definitely not expert enough to tell you the detailed ins and outs of each state

but I think it's basically like the balance of powers at the federal level - legislative branch makes the laws, executive branch decides how they're carried out, courts decide if the laws and how they're enforced is constitutional

state legislatures also control Congressional redistricting - it's a power expressly allocated to them by the Constitution

they also control, in an obvious conflict of interest, state legislature election laws and redistricting, i.e. how they themselves will be elected

control of voting laws and redistricting are the main reason the GOP has aggressively pursued control of state legislatures

control how people can vote, preemptively win elections

it's much easier than countering unfavorable demographics at the state and federal level

the Democrats have only very recently began to catch up on the importance of state legislatures and started allocating similar resources

they were hoping to flip a bunch of state legislatures in this election. from what I've seen it mostly didn't go well but at least they're hip to the game.

Thank you. Yeah I don't expect an incredibly detailed answer, just something to decrease my ignorance.
Broadly the state sets their own rules according to the rules they have for deciding those rules.
But there can be a federal overrule or at least a supreme court overrule if the rule is deemed unconstitutional or something? But there is a broad supposition that the states set their own rules? I think I've seen that stated times in the court cases brought by the (wouldn't you just know it) GOP before the vote.

yes. the Supreme Court has ruled some state redistricting to be unconstitutional on the grounds it restricts voter rights.

that's what gerrymandering is

and obviously lower courts have made many decisions on cases related to voting rights, redistricting, etc

Seems Trump has had some spurious lawsuit about observers or something in Michigan thrown out by a judge.
Apparently
the only problems with trump's suit, according to the judge, is that it was based on hearsay, brought the wrong party to court, couldn't give names of any of the ppl or locations they said broke the law and the relief sought is unavailable because the counting is over.
