Maybe its just a medieval sensibility on my part, but I tend to think of that mass libidinal energy as a constantly swelling volume that needs to be irrigated and discharged systematically. In only natural and expected that private parties capitalize on this. I just wonder how they would describe what they are doing.

This is one of the key concepts of conspiracy theory. In conspiracy theory mass traumatic events eg the JFK assassination are seen as rituals deliberately designed to alter the flows,of libidinal energy and to engineer affect on a mass scale. You can see this also in Iain Sinclair writing about the Ripper murders in his books Lud Heat and White Chappel, which Alan Moore rewrote as From Hell.

It was Grenfell that gave me the first visceral sense of what it might mean. 9/11 didn't touch me at all really. I laughed when I heard about it.
