of course google knows not much about a lot of things
Those intriguing bumps in the 19th century in ngram viewer seem to be from George Crabb's 1825:
Universal Historical Dictionary
Or, Explanation of the Names of Persons and Places in the Departments of Biblical, Political, and Ecclesiastical History, Mythology, Heraldry, Biography, Bibliography, Geography, and Numismatics. Illustrated by Portraits and Medallic Cuts · Volume 1

as well as a couple of similar texts in french and spanish, according to the racist google books anyway

so it seems from this perspective that the term is a retcon from a misspelling/mistranslation (of alkabilyeh the Arabic word for the non-arab parts of North "Africa") (by a western orientalist), discovered by afrocentric scholars like Cheikh Anta Diop and now adopted by people outside the continent as well as maybe a few in Africa/Alkebulan itself,
but obvs that is a perspective based on racist western traditions and institutions. i don't see any direct continuity back to pre-colonial times tho, i suppose it could be a survival in oral sources rather than written literatures?

ive not found that to be the case with any other african nation. is it a tribal thing? or something else? i truly have no idea.

The economies of african countries have generally improved in the 21st century.

The economies of african countries and Nigeria shall continue to improve in the 21st century, and because Nigeria's economy shall improve in the 21st century, it is definitely a country to invest in.
