half-remembered from a couple of books i read in 2018: essentially the US and the rest of the world didn't stop it forcefully enough in the 80s and 90s, partly because the US was were running their war against the Soviet Union via the government of Pakistan. i don't think you can totally discount the extent to which people believed that america had a moral mission in the world. some of it is fake obviously. but someone like w bush and someone like obama really believed in all of that i think. blair and cameron believed it too. some of it was a religious belief for some of them. especially in the 90s and 00s they believed they should use the immense power over the world that they had or thought they had to do the 'right' thing.
