I think it's about achieving a form of agency. Maya B. Kronic (fka Robin McKay) says the act of wearing a dress was creative and afforded the opportunity to see themselves in a new way.
And then that one act, which could be done in private, can then lead to more "agency creating" situations. You might accessorise. You might then go out and see how the world treats you.
It's a creative thing, an agency seeking thing.

That's certainly accurate for some people, myself included. I was very into fringe drag folks like Karen Black, Leigh Bowery, and Blacklips when I was in my late teens, which led to my experimenting with spooky crossdressing when I first started DJing.
