The National Guard, although undergoing the exact same training as the Army & Army Reserve, is the state militia ie; California NG,
NY NG,…what have you. As such, they are under the command of the state Governor.
When there’s a national emergency overseas the Army Reserve, being federal are called up to either deploy, or in most cases take over duties performed by the Active Army.
All three components can and have been deployed overseas depending on the mission.
Under our constitution though, federal troops may not be deployed against domestic disturbances (I’m sure there have been exceptions).
As a typical example Kent State University (the shooting of protesters) was carried out by the Ohio National Guard. The POTUS can lean on a reluctant Governor to deploy, but unless the are federalized which is a little more tricky, the President is not their direct (chain of command) boss.

Yeah it’s definitely a strongman/authoritarian move, but more broadly I still am not really worried, again mostly because these executive orders mostly are functioning to signal strongman intents.
