Does anywhere in UK have any personal data protection laws? I hear some EU nations do, and it seems US is behind here.

I did see a mention of this actually, a Reuters headline about a couple congresspeople expressing outrage about a lack of congressional oversight over CIA operations. I tend to think unsupervised operations are warranted in some cases, thus the inter-branch stonewalling is warranted by extension.

But when it comes to data collection, I do think there needs to be oversight. That said, I know nothing about the particulars of this case.

And also, given the advent of OSINT, the bulk of the actual information (to be rendered into intelligence) is out there for anyone with the know-how to obtain. Its my understanding that the elite intelligence actors are distinguished, now, less by their access to premier intelligence, and more by their access to expensive, enterprise-grade data analytics software.

Does this manifest as an extra layer of disclosures/permissions you get from websites? Any noticeable impact on your experience?
there are a few US websites that just closed their doors to Europe when GDPR came in.
GDPR imho meant that lots of websites put up cookie screens, and quite a few even implemented them correctly, though it was quite unclear what the deal was to start with

Screens, as in, to disallow cookies and third-party cookies? So you're actually going untraced in these cases?

yeah, untraced by cookies anyway
that's obvs that's not the whole of gdpr - but ip addresses are as considered personal data, so permission is needed if you want to log them
& gdpr is not the whole of the issue with cookies - e.g. blocking them to avoid being tracked anonymously by ads

there are all sorts of other ways you might be getting tracked though
