Relatedly, in Portugal in the 90s they changed the drug laws because the situation had got so bad it was affecting everyone, rich and poor alike. In the UK everyone knows drug policy makes no sense and basically doesn't work - but the pearl clutching middle and upper classes who aren't really affected have a resistance to any changes that look like a softening of the stance - decriminalisation, community service, needle exchange, education etc - which completely overwhelms any agitation for a sensible drug policy that is only gonna help poor people anyway.Particularly as the rich see all disease as something poor people spread
