I suppose you can look at it from Ukraine's perspective or from that of NATO and its member States and you might reach different conclusions for each.

so for instance australia is a large circle but it's carrying capacity is small and that coupled with its geographical isolation means its ability to project power is also small. england is a small circle but for a time it's ability to project power was enormous
