Unless the populace inhabits a world in grave decline and they're out for blood. Then you find out exactly how small the world really is.That doesn't really make any sense. It'd just be far cheaper to build underground bases on earth. Or just set up in a really remote location, like some island nobody knows about. You'd be shitting it the whole time in space, worrying about the oxygen running out or whatever. Even in the event of a nuclear war/total enviromental collapse, it would still be easier to find shelter on earth.
