presumably both. but then it's still an open question as to what the overall effect will be (e.g., suppose the ppl become alienated from the regime, but that the regime is independent of them and still able to function due to the ready availability of petrodollar or exporter dollar flows).
So I'd expect it to be relevant that some proportion of people who hold power in the regime are presumably pragmatists who like making money, and who are quite happy to have their cabal running a massive economy with very little accountability but fairly unhappy to have the smooth running of their business interests disrupted by a bout of misjudged ethno-nationalist expansionism and strongman posturing.

Fucked if I know whether this will be enough to bring down Putin or significantly alter his course, though.

I think another strand of this is that after the pandemic, where things that were impossible happened, and where the normal attitude of 'they're making a big deal of this, nothing will happen / it will go back to normal soon enough' took a serious beating, a lot of people are a bit more open to the idea of extreme stuff happening. I can't be the only person who is daydreaming about nukes this week
